Content and licensing policy

• Every locked source must carry a license that permits the declared distribution. The license check runs before any credit is spent.
• Not allowed: sources you lack rights to, deceptive provenance, and listings that misrepresent their reports.
• Content that fails the prompt-injection scan is quarantined before it can enter a corpus, and a person reviews it.
